It's pretty likely that the boxed version of this title will only be available in Sweden, which is a pretty simple marketing decision, and the lack of a Steam release so far will just be a part of the contract with the boxed version's publisher. There will always be a period of exclusivity over a download version to maximise early revenue - it's actually marketing sense, not poor marketing! Nothing sinister going on here, and if you're desperate you can always purchase from Sweden anyway.
